This paper was co-authored by Francesco Grillo, Jeanne Laperrouze and Annalisa Cappellini. An initial version of the paper was first introduced and discussed during the XXII Economic Forum in Krynica Zdròz, in Poland on the 6th of September 2012. The current version of the paper has been drafted in order to feed the discussion at the Vision seminar held in Trento, at the “Festival of Economics” on the 1st June 2013.
